RICARDO VISAYA
Chief - Armed Forces of the Philippines
​

Ricardo Visaya is from Ilocos Norte. In 1979, he entered the Philippine Military Academy and graduated in 1983. He was assigned in the different units of the Philippine Army, mostly in the Infantry and Intelligence units as a staff officer and commander and Battalion Commander of an Infantry Battalion that operated in Central Luzon from 2004 to 2006 and the Civil Military Operations Battalion deployed in Metro Manila in 2007.

 

Visaya was commander of the 69th Infantry Battalion, which operated in Tarlac and Pampanga during the violent dispersal of striking workers in the sugar estate owned by Aquino’s family known as the Hacienda Luisita massacre.

​

Major General Ricardo Visaya  was awarded the most coveted award that a PMA alumnus can receive, the Cavalier Award for Army Operations in 2008.  He received 24 Plaques of Merit and Appreciation both from the military and civilian sectors, one Distinguished Service Star that was awarded by former Pres. Gloria M Arroyo. Among his awards are 10 Bronze Cross Medals, two Gawad sa Kaunlaran, 45 Military Merit Medals and 13 Military Commendation Medals.

 

He earned his Master’s Degree in Project Management at the Australia Defence Force Academy in Canberra, Australia in 2002 and attended the Executive Course at the Asia-Pacific Center for Security Studies in Honolulu, Hawaii in 2006.

RONALD “BATO” DELA ROSA 
Chief-Philippine National Police
​

Born on January 21, 1962 in Barangay Bato in Sta. Cruz in Davao del Sur, dela Rosa finished Bachelor of Science (BS) in Public Administration at the Mindanao State University in Marawi City in 1982.

 

He entered the Philippine Military Academy (PMA) in 1982 and graduated in 1986. He completed his Master of Public Administration at University of Southern Philippines in Davao City in 2006.

 

Dela Rosa is popularly known as “Bato,” which is his birthplace. He has then lived up to the name due to his strong determination in fighting criminalities.

​

In 2003, dela Rosa was promoted as police superintendent and was assigned at the headquarters in Camp Catitipan in Davao City. He was transferred to Directorate for Human Resources Doctrine and Development as head of the training.

 

In 2011, he became the chief of the Regional Logistics and Research Development Division (RL-RDD) in PRO-Davao. He was also assigned in Davao City as director of the DCPO after serving at Davao City Police Office (DCPO) as city personnel officer and chief of the Regional Intelligence and Investigation Division (RIID). He served as director of the Compostela Valley Provincial Police Office (CVPPO) as its police chief. In 2008, he was promoted to a rank of senior superintendent. In 2009, he moved to Davao del Sur where he served as director of the Davao del Sur Provincial Police Office (DSPPO).

ROLANDO BAUTISTA

Col. Rolando Bautista is currently the commander of the 104th Brigade based in Basilan. Bautista belong to the Philippine Military Academy “Sandiwa” Class of 1985. 

​

Bautista, a Scout Ranger officer, was involved in the anti-insurgency drive against the New People’s Army in the late 1980s. As a young lieutenant, he was already exposed to the hardship of being an Infantry soldier and a Scout Ranger by running after the NPA in different parts of the country.

 

Bautista previously served as a United Nations Military Observer in East Timor. He was the commander of the 73rd Infantry Battalion in Davao from 2005 to 2007. He also served in the Davao-based Army’s 10th Infantry Division from 2007 to 2010.

 

His most recent accomplishments were leading the operations that led to the deaths of foreign terrorists Abu Anas in Basilan and Moroccan Mohammad Al Khatab.

NICANOR FAELDON
Commissioner - Bureau of Customs 
​

Nicanor E. Faeldon was a Captain in the Philippine Marines who gained national and international attention when he participated as one of the alleged leaders of the incident known as the Oakwood Mutiny in 2003.

​

Cpt. Faeldon was born in Batanes province on July 29, 1965. He graduated from the National University in Manila with a Bachelor of Arts degree, majoring in political science.

​

Faeldon started his military career in June 1989 as a 3rd Class Trainee of the Naval Combat Engineering Brigade (formerly Naval Construction Brigade or Seabees). He was called into active duty (CAD) by the Philippine Marine Corps in 1992. Since then he has been awarded a Gold Cross Medal, three Military Merit Medals (MMM), five Military Commendation Medal (MCM), a wounded personnel medal, and Luzon, Visayas and Mindanao campaign medals.

Cpt. Nicanor E. Faeldon the heart and brain of "Kalayaan Atin Ito" a youth lead activity who went to Spratlys to assert Philippines sovereign rights over its waters at West Philippine Sea.

JAIME MORENTE
Commissioner - Bureau of Immigration 
​

Jaime Morente was a former Davao City police chief .  An alumnus of the Philippine Military Academy (PMA) Batch 91.

 

Chief Superintendent Jaime Morente served the PNP as  director for Personnel and Records Management and director of the PNP Directorate for Integrated Police Operations-Eastern Mindanao.

MARTIN B. DELGRA III 
Chief - Land Transportation Franchising and Regulatory Board (LTFRB) 
​

Martin B. Delgra III , is a senior partner of the Suelto, Barba, Delgra, Claudio, Lorejo Law Firm based in Davao City. He joined the law practice in 1988.

​

Atty Delgra III is currently Press Relations Officer of the Integrated Bar of the Philippines (IBP) Davao City Chapter.

EDGAR GALVANTE

​

Edgar Galvente was former Metro Manila police Chief Deputy Director and Regional Director in Davao.

​

Galvante had previously served as OIC of the Dangerous Drugs Board from October 2004 to January 2005 and Undersecretary from 2006 to 2012.

DANTE GIERRAN 
Director - National Bureau of  Investigation  
​

Atty. Dante Gierran is the acting regional director of National Bureau of Investigation in Region 11 (Davao Region).

 

He is from Cotabato and graduated Bachelor of Laws and Bachelor of Science in Accounting. He also studied Banking and Law Enforcement at the University of Mindanao, Rizal Memorial Colleges, Int'l Harvardian University in Davao City respectively.

​

He is a member of Integerated Bar of the Philippines, PICPA, LEX TALIONIS, Couples for Christ, Marriage Encounter, Cursillos en Christianity.

RICARDO JALAD 
Head -   National Disaster Risk Reduction Management Council 
​

Retired Army General Ricardo Jalad was commander of the Army’s 2nd Mechanized Infantry Brigade, which covers parts of Iligan City and Lanao del Norte.

​

He was promoted to brigadier general in February 2014. That same year, he also served as acting commander of the 5th Infantry Division, one of the biggest army divisions which covers northeast Luzon. The Isabela-based division is one of the most coveted military posts.

ALEX PAUL MONTEAGUDO

Former Chief Supt. Alex Paul Monteagudo was a member of PMA DIMALUPIG Class of 1981 and belongs to the Top Ten of his class.

​

He was also the former Provincial Director of Cotabato Police Provincial Office in 1998. In 2010, he was reassigned to the Directorate for Investigation and Detective Management (DIDM) and became the Regional Director of PRO 12 in 2012 and  former Director of the PNP Directorate for Human Resource Doctrine Development.

ISIDRO LAPENA 
Director General  -  Philippine Drug Enforcement Agency  
 
Police retired  General Isidro Lapeña was  a member of the Philippine Military Academy Class of 1973.
 
Lapena had a long, colorful and distinguished career as a decorated police officer. Most notable of these were: the Philippine National Police (PNP) Director for Operations, Chief of the Directorial Staff, Davao Region Police Director and Cotabato City Police Director.

Ernesto Pernia is currently a Professor Emeritus of Economics at the University of the Philippines. He earned his Ph.D. (Economic Demography) at University of California, Berkeley, 1976; M.A. (Economics), University of Bridgeport, Connecticut, 1969; A.B. (Economics), University of San Carlos, 1967; S.T.B., UST Central Seminary, 1965; A.B. (Philosophy), San Carlos Major Seminary (Cebu), 1963.

Fields of specialization and interest Development Economics, Demographic Economics, Human Resource Economics. Professorial Lecturer, UP School of Economics, 2010-2013. ANDREA DOMINGO 
CEO -  Philippine Amusement and Gaming Corporation 
 

Andrea "Didi" D. Domingo was the former General Manager/CEO of Philippine Reclamation Authority. She was also a former Congressman of the Third District of Pampanga and former Commissioner of the Bureau of Immigration and Deportation (BID).

​

Trained as a journalist, Andrea Domingo began her government career as an immigration agent in Angeles City, then home to a large US military base and a magnet for foreigners . She was later appointed by former President Gloria Macapagal Aroyo to head the Bureau of Immigration.  

CESAR DULAY 
Commissioner - Bureau of Internal Revenue 
 

Atty. Cesar Dulay is a Philosophy and English graduate of Saint Louis University batch 1966. He took law studies at the Ateneo De Manila and was admitted into the bar in 1971. He has worked in various companies and recently was a commissioner for the Commission for Bar Discipline in the Integrated Bar of the Philippines. He was also part of the legal team of the Philippine Airlines and has worked at the Agusan Woods, a lumber company based in Davao City.

 

He has 45 years of experience in corporate and contract, litigation, aviation and regulatory law, international relations, insolvency and rehabilitation proceedings, management of corporate and legal departments and the investigation and hearing of bar discipline cases.
